Allow patrons to sign up and activate their memberships at Kiosk without a member card. 

Steps

1. Ensure Kiosk.ini setting MODE_FORCELOYALTYSIGNIN is set to Y. This makes a button available on the home screen at Kiosk for patrons to use to sign up.
2. Ensure a Loyalty Membership Package that costs $0 has been created and linked to Kiosk through the Head Office POS Designer.
