Released: Subscription self service cancellations within the minimum term

Set whether subscription members are able to cancel within their minimum period.

If the new setting is enabled and a subscriber cancels within the minimum term, the cancellation date is set as the term end date.

Self service cancellations must be allowed to use this new setting.
