A rule is a condition or time delay that determines the next action, or the timing of the next action, in a journey.
For example, you could add a Condition that leads to different actions for members who are over 20 versus under.
Or you could add a Time delay to ensure that the next action (perhaps an email send) doesn't occur for a number of days or weeks, or until a specific local time.
